The State Economic and Infrastructure Development (SEID) Grant Program supports projects that strengthen critical infrastructure, support economic growth, and develop community resilience.
Funding for roads, bridges, water systems, broadband, and other critical infrastructure needs that support economic growth.

Following here are answers to questions you may have about applying for a SEID grant, as well as links to several documents that you may need to complete during the pre-application and/or application process. Please reach out to your state coordinator with any additional questions.
SEID grant awards will range from $50,000 (minimum) to $1,000,000 (maximum) for construction and non-construction projects. However, a state may exceed the recommended maximum amount with justification.
SCRC’s statute has match requirements on grants as described below:
i. For projects in SCRC-designated distressed counties, the federal cost share may not exceed 80%, thus requiring a 20% grantee match.
ii. For projects in SCRC-designated transitional counties or isolated areas of distress, the federal cost share may not exceed 50%, thus requiring a 50% grantee match.
iii. For multi-county or multi-state projects, the federal cost share can be raised to 60-90% for a project or activity. To determine the match requirement for multi-jurisdictional projects, use the SCRC Match Calculator to enter relevant data. Submit the results with the grant application.
iv. SCRC funding is generally not available for projects located in SCRC-designated attainment counties unless the project is located in an isolated area of distress or part of a multi-county project.

SAM is the System for Award Management which is an official website of the U.S. Government. The purpose is to create a registry of all entities obtaining funding from the U.S. Government. It is used to create a UEI number, which is required in order to receive federal money.
The UEI may take up to 14 days to obtain and is required for all applications, so it is important to request the UEI early.
A Unique Entity Identifier (UEI) is a 12-character alphanumeric code assigned by the System for Award Management (SAM.gov) to businesses and other entities doing business with the U.S. federal government. It serves as a primary means of identification for these entities within federal databases and systems. The UEI is required for participating in many federal programs, including the SEID grant, and for receiving payments from the government. The UEI must be submitted during the pre-application process.
An EIN is a federal tax ID number for businesses, tax-exempt organizations, and other entities. You can get an EIN for free directly from the IRS in minutes. Any organization who pays employees or withholds taxes on income is required to have one.

All SEID Grant funds are issued on a REIMBURSEMENT basis only. This means that the grantee must first expend the funds and then submit a request for reimbursement. It typically takes up to 30 days to receive the requested reimbursement.
The grant period is up to two years. The expected start date will be September 1, 2025, which means that projects funded under the grant are expected to be completed no later than August 31, 2027. Two one-year extensions may be requested for larger projects that have made substantial progress within the grant period.

At SCRC, we define construction as any activity related to planning, designing, and building infrastructure—such as roads, buildings, bridges, or other structures. This can also include repairs, maintenance, or demolition work.
